When clicking on "Save As" to save a PDF, Reader defaults to my Download folder

I'm not sure whether this is an Adobe Reader or Firefox issue. In the past, when I wanted to save a PDF I had accessed from a web site, I clicked on Save As and was presented with a selection of previously used folders or to choose another folder. Now, Reader opens a Save dialog pointing to my Download folder. It is true that the PDF in Reader properties says that it is in the Download folder. It appears that Firefox is saving the PDF in the Download folder even though I have "Always ask me where to save files" in Firefox settings. I haven't changed that setting anytime recent.

 

Does this sound like a Firefox issue or an Adobe Reader issue? I guess if it's Firefox I will need to ask a question in the Firefox discussions, but if it's Adobe Reader I haven't a clue as to how to fix it.
