Where is the Toolbar gone and how can I get it back?

Looking for a solution to fix the bad scrolling issue, I clicked somewhere and the tool bar on the pdf disappeared.

Looked everywhere to get it back, but couldn't find anything in that mess of an interface with a thousand randomly named and disorganized items in five different places.

Where can I get the toolbar back that sits on top of the pdf?

F8 toggles the toolsbar(s) and F9 toggles the menu bar.

I'm on a Mac. F8 does nothing (except music starts playing)

You’re not sending an F8 to your app. Many Macs need the Fn key as well. Try Fn+F8.
