XFA-based PDF forms

I am needing a document open and am having zero luck. I have the newest Adobe on my computer and on my phone. I've tried ever way I can think to  get it to open and have no clue what to do at this point. Any advice is appreciated! Thank you.

 

I also have attached a picture of the message that pops up every time I attempt to open the document
