I have a new Samsung Galaxy S22 Ultra. When I try to open a file with Adobe Reader, it doesn't open. It just downloads instead. Is there something that can be done to fix this?

Would you mind sharing a few more details?
1. What is the source of the PDF file, is it by mail or from a website?
2. After the download, did you try to open it from the notification bar? Is it opening from there?
3. Application version?
4. Android version?
Make sure that the app is up to date.

If I go to download, it will ask how I want to open it.

Before tapping to Acrobat option to open, do you see a prompt that asks if you want to always open with this application? If yes, tap always, so Acrobat becomes the default PDF viewer, and you can view it from the emails directly.

It does not prompt until I click on download but in Google chrome.

If possible, could you share a video of you trying to open the PDF?
Also, please try and see if the steps help:
navigate to Settings>Apps>All and then select the App currently associated and remove it as default and tap clear defaults.
By doing so now when you open your file you will be prompted to choose a default app again.
