When trying to download Adobe Acrobat pdf for the last 2 weeks I get a advertisement for premium tools for mobile that is a paid subscription. It comes back up after being minimize and I can't download any pdfs. I just want the free Adobe Acrobat that I have always had. I

If you are referring to the mobile version of Acrobat Reader, you can install it from here: Adobe Acrobat Reader: Edit PDF - Apps on Google Play.
If you are referring to the desktop version of Acrobat Reader, you can download it from here: Adobe - Adobe Acrobat Reader DC Distribution.
Generally, you are shown the purchase options only when you try to open files other than PDFs. This triggers Acrobat to initiate the Create PDF feature, a premium feature.
You can check or clear default applications on your device to view files: Set or clear default apps
This should help you clear Acrobat from being the default application for any other format files and prevent the application from triggering the purchase banner again.
