Can’t pull up an application online

I am trying to download an application from online and can't get it to configure i guess. Even though it said I needed adobe to download it. So I got the app and it's still not configuring

I suspect this is a special kind of form that needs Acrobat Reader on Mac or Windows. Such files can't be used at all on mobile.
