Hi there
++ Adding to the discussion
With subscription to Adobe Acrobat Premium or Adobe Acrobat Pro DC, you can combine up to 12 files into a single PDF. You can also combine files from any integrated file location such as Dropbox and Drive.
Note the following limitations in combining files:

@chrisannw_57 as per @jane-e and @Amal. Adobe Acrobat Reader Mobile app does not have the feature to combine PDF files. This function is primarily available on the desktop versions of Adobe Acrobat Pro or Standard, which are different, more feature-rich applications than the mobile Reader.
The "security" message you're encountering likely isn't a setting within the Reader app itself that you can change. Instead, it often indicates that one or more of the PDF files you are trying to combine have security restrictions embedded in them that prevent modifications like combining with other documents. These restrictions are usually set by the creator of the PDF.
Therefore, to combine these files, you would typically need to use a desktop version of Adobe Acrobat Pro or Standard. If you have access to a computer with one of these programs, you might be able to open the individual files and check their security settings. In some cases, if you know the password or have the necessary permissions, you might be able to remove these restrictions and then combine the files.
If you don't know the password or don't know the person who created the file, there is a reason why the form is secured due to security. Yes, there are third-party websites that can unlock these files, but then again, you need to be very cautious about uploading sensitive documents to third-party websites as sensitive information can be stolen from you! It is absolutely possible for third-party websites to add a virus, trojan, or other malicious code to an "unlocked" PDF file that you download from them. When you open it, it could install malware in the background while appearing to be a normal document. This malware could then steal your personal information, banking details, or other sensitive data.

I'm facing the same problem. Already subscribe the premium Acrobat but still cannot combine the files. Previously I can do the task without any problem. Really hope Acrobat Team to look into this issue.

Hi there
Hope you are doing well, and thanks for reaching out. We are sorry to hear that you are experiencing issues while combining the PDF files.
As suggested earlier in the discussion, do any of your selected PDF files have any restrictions applied, or include digital signatures? If yes, such files can not be combined with other PDFs. Please try to remove any such files from the set of files you are trying to combine.
For testing purposes, try to combine different sets of PDF files and see if that works.
If it is not the case of protected PDF files or digitally signed PDF files, and you continue to experience the same issue, please share a small video recording of the steps you are taking and the issue as it occurs, along with some test PDF files so that we can check this at our end.
Additionally, check for any pending or missing updates, try updating the Acrobat Reader Mobile app from the App/Play Store, and reboot the device once.
Let us know how it goes.

Hi Jane,
Sorry for the misunderstanding.
1. No digital signature for the PDF.
2. Already tried with different sets of PDF files (since last week) but still the combine feature doesn't work.
4. No pending or missing updates and my device was rebooted.
Thank you.

Hi there
Thank you for sharing the details, and we are sorry to hear that the issue still exists.
Have you tried downloading and saving the PDF files to your mobile device locally before combining them? If not, please do so and see if that helps.
I have tried to reproduce the issue on my end, and it's working fine. Would you mind sharing the version of iOS you are using? Also, try updating the iOS version and reboot the device once, and see if that helps.
You may also try to combine the PDFs on the Acrobat web here: https://adobe.ly/4k0O1PA and see if that works.
