@chrisannw_57 as per @jane-e and @Amal. Adobe Acrobat Reader Mobile app does not have the feature to combine PDF files. This function is primarily available on the desktop versions of Adobe Acrobat Pro or Standard, which are different, more feature-rich applications than the mobile Reader.
The "security" message you're encountering likely isn't a setting within the Reader app itself that you can change. Instead, it often indicates that one or more of the PDF files you are trying to combine have security restrictions embedded in them that prevent modifications like combining with other documents. These restrictions are usually set by the creator of the PDF.
Therefore, to combine these files, you would typically need to use a desktop version of Adobe Acrobat Pro or Standard. If you have access to a computer with one of these programs, you might be able to open the individual files and check their security settings. In some cases, if you know the password or have the necessary permissions, you might be able to remove these restrictions and then combine the files.
If you don't know the password or don't know the person who created the file, there is a reason why the form is secured due to security. Yes, there are third-party websites that can unlock these files, but then again, you need to be very cautious about uploading sensitive documents to third-party websites as sensitive information can be stolen from you! It is absolutely possible for third-party websites to add a virus, trojan, or other malicious code to an "unlocked" PDF file that you download from them. When you open it, it could install malware in the background while appearing to be a normal document. This malware could then steal your personal information, banking details, or other sensitive data.

The OP pays for the premium features of Adobe Acrobat Reader Mobile, which includes combining files.
