Editing a PDF

Why is it that when I try to edit a pdf, it says that it cannot be modified.

 1.) I don’t know if it is happening for all files, I only tried it with one document.

2.) The exact issue that I’m facing in editing the pdf file is when I try to type something above a text, the words below it overlap. I sent the screenshot as an attachment.

3.)  The device name is IOS 6.  The version is 12.4.8 (16G201).
