Are you reading the document using Acrobat Reader Mobile or a web browser? 

The workflow you refer to generally occurs when you use the print option to save a PDF. On doing so, the first option you see is the Print window as soon as the document loads.

 

Please share a screen recording and the sample file where you experienced the issue for a better understanding and assistance.

Using Acrobat for Samsung, it didn't use to do that. When I download off
internet, it now immediately goes to print. I have to click " save as pdf"
then I can read it. Thanks for your help.

The event you explained above is a setting done by the web developers, which is exactly how your device behaves.

 

You might want to check if Acrobat is set as the default app for reading PDFs on your device. Steps here
