If I have a subscription to acrobat reader mobile, and I try to compress a pdf file or combine multiple pdf files on my mobile device, do the pdf files get uploaded to adobe cloud for compression or any processing like combining multiple files ?
or do the pdf files get processed, combined, or compressed entirely on the mobile device itself without getting uploaded to the adobe cloud at all.

When you use this functions Acrobat Reader uses the Adobe Online Services.

I hope Adobe has adequate precautions to ensure my file data is destroyed immediately after the output file after using these features, has been downloaded to the device.

As Bernd told that the Acrobat Reader mobile uses Acrobat online services to combine files. Adding on to that it saves the combined file to document cloud immediately. Then you can save it to the device manually and delete it from the cloud.
You can access the Document Cloud storage either from your app or from https://documentcloud.adobe.com on any device.
