PDFs saved to device loading like dial up.

I use PDFs to read books. I've found acrobat loads like bad dial up. Pages don't load for minutes and come in patchy. If these were clouds files I could understand it as it has to retrieve the data from online. This is solid state memory on modern hardware how on earth are load times this bad?
