Adobe Acrobat on Android won't scroll to outline section

Acrobat Reader for Android, (LG STYLO 4), won't scroll on the outline to the sections I click on, any of them, in this large document covering the entire California rules of court.

The individual pdf's they have available do not have outlines. It is very frustrating.

Can they address this issue so I can read the rules?

Could you please elaborate what do you mean by when you say "won't scroll on the outline sections I click on"?

What exactly you are referring to as "outline" in the PDF?

We have tried to open the PDF on our end and it opens without any issue.

It would be helpful if you can share more information about the issue you are referring to.
