Hi,
I used to like Adobe PDF reader for ipad as it offered fully distraction-free reading experience.
Now after this last update, whenever I scroll document backward (up), and generally I do it a lot when reading scientific articles, Reader shows the upper bar which is completely useless to me. I just need to tap the screen again to hide it.
Also gone is the simple highlighting popup for modifying the highlight/underline, iinstead we have a very cumbersome window for that.
A major setback!
I just want to see the article when I am reading. And make simple and fast notes.
Now looking for better alternative (with ability to highlight and make comments). You may make suggestions.

Acrobat 18.11.01 contains the fix for the issue with the toolbars appearing and disappearing.
To add Highlight/Underline/Strikethrough with fewer steps
You can also add other types of annotations in the Commenting mode.
As you mentioned, it requires extra steps.

We had recently released an update Adobe Acrobat Reader version 18.11.00 to the App Store.
This version resolves the showing/ hiding toolbar behavior when scrolling the document.
Please update the application and check if that works for you.
