In order to allow Adobe to open PDFs from outlook mobile in intune, we need a URL Protocol. Does anyone know that is?

Hi,

Can you share or are you able to post back any specific errors messages that you are getting? Have your organization been able to at least enroll one device successfully?

Your question is missing more specific details about what your organization has configured so far.

Also which type of mobile devices are involved, iOS powered devices? Android devices?  for example.

And what type of enrollment  are these devices configured with or permitted to use?

Check here https://docs.microsoft.com/en-us/intune/protect/troubleshoot-exchange-connector-common-problems for the intune exchange connector troubleshooting.
