The e forms which are used to submit various returns with the statutory authorities like Ministr of Corporate affairs, cannot be opened using adobe software in mobile and iPad. Can you provide a solution to this ?

Unless this is a problem that is directly related to a subscription to Premium and that you're currently paying, You must contact Apple to receive the appropriate technical support for that app.
You must be subscribed to Premium to unlock editing, export, create and have access to other tools. If you do have a subscription can you confirm if this problem is happening even if you're signed in with your AdobeID using the app?
Also, I recommend that you contact the IT department of Ministr of Corporate affairs and ask them what are the requirements to download and view these type of PDFs.
Usually the ability for an free mobile to open and view certain PDFs also depends on the source software that was used to create the PDF. Some free mobile PDF viewers may perform better than others but all of them with limitations.
In your case, since you're using the free mobile app on iPad you must contact Apple for technical support.
In addition, I have one more observation.
Esign solutions doesn't necessarily require a user to have installed the Adobe Reader app nor Adobe Acrobat Reader DC on a desktop. This is true if the creator of the form sent you the documents via Adobe Sign for you to fill and sign, for example.

My guess is that these forms are of a special kind which only works on Mac or Windows. The solution is therefore to use Mac or Windows.
