links in interactive pdf from indesign not working on ipad

I see i wrote the above problem two years ago. Well, I guess it worked at one time, but now, the same problem is occurring again. I've made url links in indesign, saved the pdf, and now, on my ipad, the links don't do anything.  Tried saving as both a print and interactive pdf. ipad using  ios 12.4.8, updated recently. I have 400 + url links on the page. is there a limit to how many there can be?

please advise.
