Markup text in pdf Acrobat Reader on iPad (pro 2018) does not work

Hello, I added the app Acrobat Reader to my iPad pro 2018 + pencil.

I added a pdf to the Document Cloud. I can't make an annotate a.k.a. markup text (using the marker).

In the welcome pdf of Acrobat Reader and other pdf's everything works fine. But in this particularly pdf I can not highlight or cross out text.

And the strange thing is that I can markup text or cross out text in the same pdf-file (in document cloud) in Acrobat Pro DC on my iMac.

(and also in iBooks).

Any one any idea what the solution may be?

Kind regards
