PDF file is blank when opening on Note 9 and Ipad 2020

So I signed a PDF on my macbook saved it to Google Drive, using Adobe Reader's Google drive integration. when I open on my phone Note 9 or Ipad, it displays white page only. but if I open use Androids Google Drive app, and preview it from there, it displays correct. but if I download it and open it manually on the note 9 or ipad, it still blank.

I have 2 files with the same properties, one opens on Note 9 and ipad the other doesnt.

This opens up on Note 9 and ipad.
