• Version and name of the OS and app installed?

The Adobe Reader is freeware, if you want to convert jpeg to PDF you either need to have Adobe Acrobat Pro DC or purchase Acrobat Web services: https://documentcloud.adobe.com/
Or you can make a purchase of Acrobat services using in-app purchase from your Android or iOS phone using Adobe Reader app.
