In which app are you not able to open PDFs?

Is it just one PDF or every PDF i n your  mobile device that is not opening?

I have noticed it's any PDF I have received via email or any that I have saved on my phone.

Waht program are you using to open the PDFs?

Is it happening with every PDF viewer or just the Acrobat Reader mobile app?

I have the same problem on my iPad using Reader. it says it can't open the file because it may be damaged or corrupted. The same files can be opened on my desktop using Windows 10.

Open that PDF with Acrobat in your desktop computer.

Go to File--->> Properties  ---->> Description tab.

Confirm in which application or program this PDF was created with.

It is possible that this PDF might've been created with InDesign or LiveCycle Designer, for example.
