You're not using Adobe Acrobat Pro DC in your mobile device.

The Acrobat Reader mobile app is a very limited PDF viewer that can unlock some basic Premium editing features of Acrobat Pro  only when when you sign-in with your AdobeID.

The feature that you're asking about is done with the full desktop version of Adobe Acrobat Pro DC using Adobe Sign.

See the following links:

Maybe a better workaround is to open the file in the mobile app and click on the "Share" icon. The mobile app will present you with three additional options:

  • Invite People by Email
  • Get a Link
  • Share a Copy

I would suggest to click on get a link or share a copy and provide that link in your blog site so that your users can click on it.

A copy of the shared file will be uploaded to the Document Cloud and will remain  accessible to those users as long as you keep it shared.
