Acrobat 9 tool use not smooth, only selective areas

I've been using Acro-9 for a while in helping mark-up PDFs with the use of the Comment and Mark-Up Tool selection, appling it smoothly across any area I wanted. For repeated applications, I made some "sticky" to remember which tool I previously selected, be it "arrow", "square", "circle-oval". No issues.

Recently, appling the same or any tools, the smooth area has been replaced with jumpy, pre-determined area where I have to go back over the tool area, click it and proceed to adjust the size, the shape, the position,...as if its locked now and I can not applied directly to my chosen areas.
