Acrobat Reader won't open links inside PDF

I have a user who accesses a site with PDFs of install and repair manuals which have links inside them to other manuals and guides for vairous repairs. In IE he can open the files and use the links, but is unable to print. In Edge, Chrome, and by opening the PDFs in Acrobat Reader he is able to view the file and print, but is unable to use the links inside the PDFs. I need to get it so he can either print from IE or use the links in Edge or Chrome. Any suggestions? He is on the latest version of Acrobat Reader and I even tried to change the trust manager settings in the application to allow all internet access but still no luck.
