Hi,
I'm attempting to install reader DC on Windows TS server 2016 and every user who uses it has an issue when trying to
open pdf. The only workaround seems to be to disable enhanced protected mode at startup. This is not a viable solution
and begs the question why this issue exists 8 years after its first appearance. One of the documents says this issue has been
resolved. Is there any true permanent fix that does not compromise user security and does not require registry edits via gpo?

We have the latest patch released for the Adobe Reader DC. You may refer to the release notes- Release Notes | Adobe Acrobat, Reader and install the latest update and see if that helps.
As you have mentioned that disabling the protected mode at startup works fine, so you may check the following help document- Protected Mode troubleshooting | Adobe Reader

This is a real need for enterprise and we don't want to disable protected mode for security reasons !!
As Astrul said in the first post this is a 8 years old bug !

Let me echo this question again regarding the latest version of Adobe Reader Version 2020.012.20048:
Do you plan on solving this Adobe Reader DC symbolic link bug soon?
As previously stated, the published work around is unacceptable as it opens up an unwanted security hole. Besides, if this works in the PAID version shy should it not work in the FREE version too?
In any case this is the modern era, where symbolic links, UNC, etc are normal in a business environment. Please update status of this issue and resolve it ASAP!
