Can't Save Changes to a Fillable PDF

There is one particular PDF that I need to download and input a lot of information into, but each time I download it from Google Drive, it says that I am unable to save any changes that I make to it; I can make changes and print it out, but I cannot "Save As" and create a new PDF file.  I've attached an image of one message I receive from Acrobat.  How can I fix this?

 

I'm using a Mac if that makes any difference.  Thanks

This file was specifically created in such a way so that it can't be saved with the filled-in data in Reader. There's nothing that can be done about it. The only way to save it is by using Acrobat.

They'll need to apply a specific right to it in the application used to create it (LiveCycle Designer), I believe.

Thanks for the help.  Unfortunately that's unlikely, since it's a government document pulled straight from the website, so I don't think I have the ability to make them do that.

Find someone with Adobe Acrobat. He/she can apply the additional Usage Rights to this XFA-form. After that you can save this form even with Adobe Reader.

No, don't do that. Messing around with a governmental form is not a good idea. In some cases it can even be illegal.
