can't see comments

I had a document sent back to me for correction and I cannot see the comments

I can see the little yellow boxes on the text, but nothing happens when I click on them or hoover on top of them

Do you see them under the Comments List section of the Comment panel? If not, they are not there. The file was most likely flattened, which means all the comments were lost, and only their visual representations remain.
