You don't have a yes/no question, because there is no such product as "Acrobat Reader Pro DC".

If you ask about Acrobat Reader DC (free), the answer is NO.

If you ask about Acrobat Pro DC (paid), the answer is... what do you mean? If you scan a PDF, you get a scanned PDF. If you turn off OCR it is image only. You cannot convert to a scanned PDF, and cannot easily convert to an image only PDF either.
