Comments blocked by default using Acrobat Reader app for Windows when reading cloud documents?

I usually work from my cloud archives, however when trying to write a comment it is usually blocked. I mean not that the pdf in particular security restrictions but that the app itself does not allow to write into the comment square before going to properties>unselect "blocked". How do I fix this? I already reinstalled the programa and no avail, in other computers it works just fine.
