Comments present but not visible on pdfs

Hi, I have some pdfs with comments but the comments are not visible and no comments are listed in the comment taskbar. If I search for a word in the comment it will highlight a blank section of the document. It's almost like they are behind the other text on the document (in an area of white space). Any suggestions for reasons or fixes would be appreciated. Doesn't seem to happen on all documents. Thanks

They were most likely flattened, which means they are no longer comments but static contents. This process is not reversible.
