Compressing File Size

Hi. Does anyone know if its possible to reduce file size further if, after reducing in the tool box, the message says "cannot be reduced anymore"?

I need to upload a tax form 990 to a grant making portal and I cannot get the system to accept my 8.6MiB file (max is 4.0). Thank you!

Reader can't reduce the file size of a PDF at all.
