desktop application disable

I have downloaded and reinstalled the application a number of times and it will not allow me to sign in, and says disabled. I have been in contact with someone in the help chat but none of the options have fixed the issue.

This isn't azactly my issue, and I doubt I'll see it here. My laptop is running Wndows 7 pro, and was last updated in December 2018, at which time it died and, like Lazarus, was only resurrected on July 17. From what Ive read, tthe problem appears to be that fixes all involve DC, which I didn't know existed until this evening; I dont use the cloud unless I'm forced thto, for example by Verizon. I was finally approved on the 17th, and all the important forms and all the other bovem de stercore are in PDF, and require the latest Reader. Help! It took more than four months just to get into the TWC system, and my wife and I, both in our late 70's and on social  security have had our part time gigs vanish. What must I do?
