Basically it varies based on each timezones configured in PC, but that timezone has a day saving time. Then created time show as created time + daylight differance. Is this an Acrobat reader issue (or) an application which generates it.

The time is stored inside the PDF by the app which creates it. Reader reports what is there but may not adjust for the time zone difference (haven’t checked).

If you don't want to use any software, you will have to write your own. The PDF standard is published, but 1000 pages. Embedded metadata is further defined in another huge document. Is this the path you want to travel?

If you want to see the raw value, open the file in a plain-text editor and search for CreationDate. It will appear just after it. It will look something like this:
/CreationDate(D:20200709124231Z)

Well, sometimes it will be there after /CreationDate, as plain text. Sometimes /CreationDate might appear more than once. Sometimes not at all. If a PDF contains XML metadata, it overrides the CreationDate. Reading this metadata may require a lot of decoding (for example, it might be ZIP compressed).
