or do I actually need to purchase a different adobe product to open and view .eps files?

Adobe Reader doesn't read EPS files, or anything at all except PDF files. Can you point us at the web page with the info you want, and we may be able to help. Or, what is it you want to do with your EPS?

I own a small direct mail print advertising company. I have independant contractors that do the graphic arts.
they produce eps files and all I want to do is be able to open them and help proof read them. I won't be doing any manipulation, just opening and viewing them.

You could possibly "insert" the .eps into a MS Word file (or most desktop publishing applications) and view it that way. Other than that you would need something like Adobe Illustrator to work with the file.
Of course another option would be to use Adobe Acrobat to create a PDF of the file...

EPS files can be viewed in Illustrator or Photoshop.
EPS files also can be imported into Microsoft Word.

Looks like they removed the feature from Word in 2017.

you can open eps files for viewing in Acrobat Pro, but then that's a monthly fee, just to see files. If they're creating the files for print, tell them to save as an illustrator PDF. That way you can see the files in the free Acrobat Reader, or whatever it's called this week, and they're still vector for printing.
