If I send a PDF to multiple people can they call make comments/edits on PDF?

Depends on the application those people use.

With the right application they can each make edits to their copy. If they send them back, you will have lots and lots of edits to review, in each of their copies.

Not necessarily. If they have Acrobat they can combine all the comments to a single file quite easily.
