PDF fill and sign glitching and pixelated

Hello, I have this problem, I have tried to change the preferences but nothing is working, I had the same problem at work but it disappeared on its own, anybody know how to solve it??

I have tried reinstalling, changed all the setting in page display and nothing has any effect.
