"download blocked"

I have the latest version, using Windows 8.1. As of today, I'm now not able to download any PDF on my desktop computer. 

If it's a form with digital signature and is filled in, it asks if I want to save it blank.

But it's not saving even simple PDFs as of today, after I tried to download a real estate contract with added text and signatures. I've gone through all the trouble shooting ideas to no avail.

I have Windows 10 on a laptop and it handles all the downloads of PDFs fine.

Maybe I've changed a setting, but I can't find it.

What's going on? Anybody?

3. Are you trying to download using a web browser, or save directly is Reader?
