Security Warning following links to other documents in folder

We have a Safety Management System based in PDF with links to many different PDF files within a folder structure.

This has worked without issue for years but we now get a pop up on every single link to another document saying;

"This Document is trying to access: C:\users\xxxx\xxxxx\xxxxx\xxxx.pdf If you trust this document choose Allow. If you do not trust this document choose Block.

Acrobat lets you follow the links between documents without any issues as does Acrobat Pro which i use to manage and curate the Safety Management System.

However Reader pops this up every time and even when the folder system is added to: Security(Enhanced) Priveledged Locations every single one of the links pops up the warning.

It does this every time the link is followed so even if you trust it once, it doesnt remember this.

 

Any ideas on how to fix this as it is making the system very unfriendly.
