Trouble opening documents from online source

Hello. I am having trouble opening docs from a Canadian govt website. Every time I try to open the application I get this message: "Please wait. If this message is not eventually replaced by the proper contents of the document, your PDF viewer may not be able to display this type of document." This despite the fact that I had just downloaded Adobe Reader based on the website recommendation. Any ideas what I could do? Thank you...
