Unable to update Reader Error 1603 or 1719

Hello;

I have Reader DC 19.010.20098.54430 installed. Windows 7 64b professional. 

If I use the update within reader I get an Error 1603. If I download the offline installer AcroRdrDC1901020099_en_US.exe I get Error 1719 Windows installer service could not be addressed.
I have been though most every fix I have found on line for those two errors with no luck.  I am unable to uninstall the application. I have reregistered the MS installer program and made sure it is running in services with no luck. No idea what to try next.
I'm running the paid version of AVAST if there is any conflict there. I did disable all shields with no luck but I once had an install problem that was only resolved by uninstalling AVAST.  Some of the help comments imply this could be due to MS Office? I am running MS Office Starter 2010.

What can I do next to get this to work?

Hello Hawker_avl,

I am sorry for the trouble and for the delayed response. Please reboot the machine once and check for any pending updates of Windows 7 from Control Panel, install all the Mandate and optional updates of Windows, reboot the machine after updating the OS.

Disable the AVAST completely for a temporary basis, then try the troubleshooting steps from the following help articles

Fix Windows errors that occur during Acrobat Reader update

error 1719 Windows installer service cannot be accessed.

Error 1603: A fatal error occurred during Adobe Creative Suite installation

If the issue persists, please use Acrobat cleaner tool to remove installed Adobe Reader Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

Reboot the machine and install Adobe Reader from Adobe - Adobe Acrobat Reader DC Distribution

If you still experience any issue, create a test user profile with full admin rights, install Adobe Reader and check.

If Adobe Reader is working fine in the new profile, then you might have to repair the previous user profile or have to repair the OS.

Can you tell us the fixes you have tried so we don’t give them to you again?

Error 1603 appears to be a Windows error. The fix is at the Microsoft website:
