Why are there two Setup Files Locations?

I have the latest version (AcroRdrDC1901020098_en_US) of Adobe Acrobat Reader DC. Why are there two Setup Files locations? The one in C:\ProgramData has all the setup files and the one in C:\Program Files (x86) has an empty setup files folder.

 

C:\ProgramData\Adobe\Setup\{AC76BA86-7AD7-1033-7B44-AC0F074E4100}

C:\Program Files (x86)\Adobe\Acrobat Reader DC\Setup Files\{AC76BA86-7AD7-1033-7B44-AC0F074E4100}
