Acrobat 8 is a very old version, not compatible with any current operating system, which might explain the issue you're having with it.

I went to the link you gave and did everything there but it still tells me that it can not connect to the Adobe server.  Is there any thing different I can do.

That's not activating, it's registering. Huge difference. Registering is optional, if I remember right. Just click Register Later.

open acrobat 8 (close the registration window if it reappears) > click help > and check if 'activate' is grayed-out.

if it is, you've already activated acrobat 8.

if it is not, click it and activate by entering your serial number when prompted.

to register acrobat 8, connect to your account (Adobe ID) and register manually.  however, if it's been registered in years past by you, it would already be listed under your account (assuming you haven't changed your adobe id).  if it's been registered under a different adobe id (yours or someone elses), you can expect a problem.
