Acrobat DC will not start on Windows 10

The computer was updated from Win 7 (x64) to Windows 10 Attempting to open a PDF or opening the program causes Acrobat to "flash" constantly on the screen. I can see it pop up on the task bar for a second, and then disappear in a loop. I can force quit the program using task manager. I have tried re-installing the program, and have used the Acrobat Clean tool with the same result. Not sure how to address this issue. Using Process Explorer, I see the issue might

be related to the licensing program, but I am not sure. Please Help!

i have no problem with acrobat dc and win 10 on 3 computers.
