I am creating an interactive/fillable Adobe form. The original (before adding form fields) was ADA compliant. I added the form fields, remembering to add the Tooltips, but when I was finished adding all of the form fields and rechecked for accessibility, I got a "page content error -- None of the comments or other types of annotations on this page are contained in the structure tree."
What do I need to do now? I tried adding tags to all of the areas in the form, which is fine in this simple form, but it just created a new problem. And this is a simple form. I can't imagine having to do this in a more complicated form.
The Adobe instructions indicated that adding the tooltips would take care of the accessibility needs.

You do need to add the correct tags. You mentioned you did this but that it "just created a new problem". Can you explain what new problem you're referring to?
While tooltips are necessary, it not sufficient for compliance. Also make sure the the tab order is set up correctly.
