I recently had my computer updated for work. Since the update, when I use the "Add Text Comment" feature, I do not get the Add Text Comment Toolbar. I cannot format the text because of this. How can I get the toolbar to show up?

We have updated the commenting toolset in the May release as mentioned in the KB:Annotations: Text Correction Commenting Tools Update

Try customizing your comment tools. Right click on the comments area and choose Customize Comment Tools.
Then choose the comment tools you want in the toolbar. The text Properties tool is all the way at the bottom. Once you add a text comment, click on the Aa in the toolbar. That should bring up the Text Properties toolbar.

I have customized the toolbar with the "Text Properties" tool but do not get the dropdown properties bubble when I click the tool...nothing happens at all. I can open comment tools and access the menu through that interface (see image below)
We work mostly with large drawings and need every bit of available screen space. Working with the commenting tool open is not an option for over 90% of our projects as it reduces the visibility of the document.
Am I missing something? I have tried everything and am experiencing the same situation on two different machines running Windows 10 and Acrobat DC.

I don't have DC. I have XI Standard. This is not the right answer for my question.
