I'm an accountant, and from month to month, I will prepare reports and copy and paste the "referencing" I made out of textboxes, from one document to the next, as they always line up in the same spot on the document.
Just recently, I've noticed something odd which I cannot fix and would impact hundreds of textboxes in my documents if I am unable to find a solution. My references include single letter text boxes.
Originally, textboxes would allow the text to hug the textbox border tightly, like this:
Adobe is now adding, what appears to be cellpadding, resulting in the same boxes appear like this: [ A ]
The issue is that if I double click to edit the text, it will display as if there is no cellpadding, but when I click away, the gap between the text and border reappears. What (exact) version of Acrobat are you using? What OS?
What exactly do you mean by "textbox"? Is it a comment? A form field? Static text? Something else? Please be specific.
Also, can you share a file that demonstrates this issue with us?

Adobe Acrobat DC Pro 15.017.20053 on Windows 7 Pro
The following 2 images are text boxes I made when I first installed the program back. The feature I'm using is the one with the T surrounding by a box.
If I try to recreate it now, I have "cellpadding" in the boxes, which don't allow me to have the text appear tight against the border.
The following image shows the same comment box beside an older text box. The left one was created prior to this issue, while the text box on the right was created just now. Notice the text being cutoff.
Even if I copy and paste the text box, it will readjust itself with cellpadding. It does not keep the previous properties. The only way I have worked around this is to open the file with Foxit Reader when creating any text boxes, as this issue does not happen in that program. I can then save, reopen it in Adobe and it will remain the same, but I cannot edit any text.

I had this issue as well. A fix that worked for me was to update my DC to latest version. Then open the PDF and go to Tools -> Comment to show all the text boxes in the right sidebar. Then highlight all the comments in the right sidebar (hold Shift, click the first box, then scroll down and click the last box). Then right click one of the boxes -> Properties. Slide the Opacity slider all the way to 0, let the screen render, then slide it back up to 100%. Then save the PDF. The boxes all readjusted. ¯\_(ツ)_/¯
