Adobe Reader not allowing for form signature?

I have created a form with Adobe LiveCycle Designer with a number of digital signature fields. When this form is opened with Adobe Reader it is not allowing for the signatures to be filled in it is posting a error messages "The security settings on the document prevent adding text and/or placing a signature on it from Adobe Reader".

What have I done incorrectly?

You probably just need to Reader-enable the form. You can do this with Acrobat or LiveCycle Reader Extensions.

Which version of Reader you're using? Starting with Reader 11.0.07 you can sign without PDF being Reader-enabled. However, if a PDF is Reader-enabled the protections in the Reader-enablement are still in effect. For instance, if a PDF is Reader-enabled and does not have permission to sign, you cannot sign it even in Readers versions 11.0.007 and later (including DC).

Your problem may be that PDF form you created in Designer has some restrictions set, perhaps implicitly by default, that prevent modifications. You need to inspect each form field that you created and make sure that it has the permissions you want.
