Assistance Requested for Forms Distribution

Hello, I am a user of Adobe Acrobat Pro DC.  I have set up a PDF form for distribution.  I provided respondents a link to respondents. For some of them, when they hit "submit," it does complete that step and their completed form arrives to the specified address without a problem.  For others, when they hit "submit," they go into a "freeze" state and are the process does not execute.  I suspect it may have to do with whether the sender has Microsoft Outlook installed or not on their computer.  Has anyone in this forum had difficulty with forms distribution, and been able to figure out the proper setup of the distribution, or the document properties, to achieve 100 percent functionality with the distribution function?

Second, when I attempt to export data from the returned forms (those I do receive) into the associated responses file, I receive an error message that I am not able to export the data into the response file because the document has security features.  So, I turned on security features to prevent recipients from messing with the original document.  And I also turned on "reader enabled" so that recipients could complete the form in either Reader or Acrobat Pro DC.  Did I do this wrong?  Should I have sent the document out with no security?  (and if so, then what would prevent the recipient from messing with the form).

Trying to get these (dys)functionalities figured out as I was hoping to use PDF form fill as a regular method for collecting data.  But if I can't get the data to me, or into a response file, then I will need to identify an alternative service for data collection.
