changing colours of tools

How do I change the colour of a tool? For example the pencil tool is red. I would like green.

Use the tool to draw something. Then select that annotation, right-click it and go to Properties. Change its color to green and then tick the box that says "Make Properties Default". Press OK and the color of the tool (and of the things you draw with it) will change to green.
