If you feel comfortable with command line applications, and are not afraid of potentially installing a Python programming environment on your computer, then here is a free one: pdf-link-checker – find broken hyperlinks in PDF documents | free electrons

What it comes down it is how much is your time worth? How much time would you spend on learning about installing Python and getting comfortable with using a command line tool? Take that time and convert it into a monetary amount (e.g. how much are you getting paid for during that time, how much do you cost your employer or your client during that time?). If a commercial solution is cheaper than that amount, it's a good deal to just buy a product.
I am not aware of any other free tool.

This might be helpful: Re: How do i fix broken links within a pdf document while using Acrobat Reader DC?

There is a free plugin for Acrobat Pro named VerifyURLs.acroplugin, available in the Acrobat DC SDK under: SDK/PluginSupport/Tools
You can download the SDK here: Adobe - Adobe Acrobat SDK License Agreement | Adobe Developer Connection
But don't say thank you now, after placing this plugin in the Acrobat's plugins folder I cannot see something new in menus nor in tools.
So we need a "plugin expert" that could explain what to do with it and how to find it in Acrobat Pro...

This plugin is not available in the Windows version.
VerifyURLs
Location:
Acrobat SDK/VerifyURLs
Description:
VerifyURLs is a tool that scans a document for all of the link annotations with "World Wide Web Link" actions and verifies that the URL associated with those annotations points to valid resources.
Usage:
The functionality of the tool is accessible through the Acrobat SDK > Verify web links in document menu item. If the user needs to specify a proxy server address and port the plugin uses Acrobat web file system, so it will use Acrobat's settings. The plug-in proceeds to scan all the link annotations within the active document. If one or more link annotations are found with "World Wide Web Link" actions, the plug-in attempts to verify that the links are valid.
Note: Mac OS X only.

Acrobat SDK > Verify web links in document menu item
Thank you, you make me understand the issue: there is no longer a Document menu in Acrobat Pro since version X(10) !!!
So I tested it in my (old) Acrobat 9… And nothing appears in the Document menu… In fact it's in the Advanced menu… (which no longer exist too)
Finally, good news: it's not really fast but it works fine.
It a typical case for a French to said "Il y a des coups de pieds au cul qui se perdent". (There are kicks in the a*s that get lost)
Such a great free sample tool!
Can someone explain how to edit this plugin to place it in the Edit menu of Acrobat Pro DC?

You must have the source code to change the plugin.

Debenu's PDF Aerialist has an audit feature that check and report on bookmarks. Not cheap.

My Acrobat 9 will be extended to the end.
